There`s definitely a new series of Torchwood as I have also heard this. (Usually, if more than of you hears about it from somewhere then it`s usually true) Thanks for the heads up on Doctor Who however there`s usually 13 episodes and so far we have had a two-part finale on Doctor Who so if Captain Jack is back I would imagine he would be in the finale too!
